One other thing is that often individual American states have their own personal laws that affect homeowners, which makes it quite difficult for the Congress to come up with a different set of guidelines concerning home foreclosure on people. The problem is that a state provides own laws and regulations which may interact in an adverse manner in regards to foreclosure policies.
